Budget Analyst

Incumbent is responsible for overseeing the management aspects of budget execution and establishing controls on expenditures of available funds and preventing over-obligation. This includes operational use of a customized and automated Budget Tracking System (BTS). The incumbent oversees the monitoring of the budget status and fiscal records management of funds, including documentation required by the Interior's Financial and Business Management System (FBMS). The incumbent monitors the use and rate of expenditure of assigned budgets through the use of computerized reports, dialogue with members of business team (program managers, project leaders, and support staff), review of written documents, and examination of accounting records. The incumbent identifies and takes necessary action to correct discrepancies, prepares monthly reports and combines reconciled data with projections and allocations to create current status-of-funds reports for monitoring respective financial plans for the current fiscal year for assigned budgets. The incumbent analyzes historical budget and financial data for use in the development of budget projections. Identifies funding needs and actual or potential problem areas, trends, deficiencies, or areas of imbalance; analyzes findings and takes necessary corrective actions that are within delegated authority or provides appropriate recommendations to the program managers/project leaders whose budgets are assigned to the incumbent. Identifies program needs for annual program planning and budget formulation cycles. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to formulating and justifying budgets; analyzing budget submissions from a program or component for compliance with agency policy; reviewing commitments, obligations, expenditures and undelivered orders at the Treasury Account Symbol level for an assigned account.; OR A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include budget, finance, business, accounting; OR A combination of education and experience as listed above.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
